Representative Rick Hansen, Chair, called the Legislative Audit Commission Evaluation Subcommittee meeting to order at 12:30 p.m.  The purpose of the meeting was to review the list of evaluation topics suggested by legislators and others.

Representative Hansen said there was a late topic submission to note for the record, which was the Department of Labor and Industry Labor Standards Division.  He then introduced Jim Nobles, Legislative Auditor.  Mr. Nobles thanked the commission members for their work and pointed out that the choices for evaluation topics the previous year were good and resulted in useful reports with timely issues for the current Legislative Session.  Mr. Nobles introduced Judy Randall, Evaluation Manager, who organized the topic selection process again this year. 

Representative Hansen said he would go through the list of topics and each member would indicate whether they had interest in it as an evaluation topic.  The topics with the most “votes” would become “semi-finalists” and be included on a survey of all legislators.  The goal was to narrow the list of 117 topics down to 9-11 larger and 5-6 smaller evaluation topics.  After the entire list was read through, Representative Hansen read the lists submitted by the two absent members, Senators Limmer and Metzen.  The topics with the most interest were chosen. 

The smaller evaluation topics selected by the subcommittee for further consideration were:

Perpich Center for Arts Education
Minnesota State High School League
Department of Commerce Unclaimed Property Fund
Agricultural Commodity Councils
State Employee Union “Fair Share” Calculations
MnDOT Sound Barrier Policy

Representative Falk moved to have the above 6 topics be on the list for further consideration; motion prevailed.

The larger evaluation topics selected by the subcommittee for further consideration were:

Medical Services in Correctional Facilities
Office of Higher Education State Grant Program
Regulated Public Utilities with a focus on PUC
DNR Use of Dedicated Accounts from Recreational License and User Fees
DNR Timber Management/Including Sustainable Forest Incentive Act
Government Data Practices Act
Eliminating Health Disparities Initiative
Managed Care Organizations' Administrative Costs
MnDOT Pavement Selection Process
Event Ticket Practices at Publicly Funded Venues
Councils of Color

Representative Falk moved to have the above 11 topics be on the list for further consideration; motion prevailed.

With no further business, Representative Hansen adjourned the meeting at 1:42 p.m.
