The meeting of the Topic Selection Subcommittee of the Legislative Audit Commission was called to order by Representative Rick Hansen, Chair, at 10:13 a.m.

Representative Hansen asked Judy Randall from the Office of the Legislative Auditor (OLA) to recap the events that lead the subcommittee to this point today. Ms. Randall said there had been 66 topics on the master list and on March 5, 2020, that list had been cut down to 12. She explained that OLA staff had developed background papers on each of those 12 and that all legislators had been surveyed regarding them as well. Ms. Randall said that the OLA was quite impressed with the survey results, which included 140 responses. She said the subcommittee’s goal was to select 3 – 4 of the 12 topics to present to the Legislative Audit Commission (LAC) for approval. She explained that with the OLA’s staffing levels and the three topics that were carried forward from the previous topic selection, the OLA could realistically start two large projects right away and do two smaller ones later.

At 10:20 a.m., Representative Hansen noted that a quorum had been achieved. Representative Hansen suggested that the subcommittee select only three topics so the projects would not get pushed into the next session and the 2011 topic selection process. Therefore, the next topic selection process could start with a full slate of 6 – 8 topics. At 10:28 a.m., Representative Hansen noted that all subcommittee members were present.

Ms. Randall gave a brief synopsis of the 12 topics, what they would entail, and whether the OLA felt they were timely and would have good impact. Senator Rest moved the top three topics from the survey to be presented to the full LAC. The motion prevailed.

The three topics selected by the subcommittee were:

Environmental Permitting
K-12 Online Learning
Sex Offender Treatment Program at Moose Lake and St. Peter

With no further business, the meeting was adjourned at 10:45 a.m.
