Senator Kiffmeyer, Chair, called the Legislative Audit Commission (LAC) meeting to order at 8:04 a.m. The purpose of the meeting was to approve the evaluation topics selected by the Evaluation Subcommittee.

Representative Hansen explained that of the four economic development incentive topics on the list, the subcommittee had approved the Minnesota Investment Fund, and he moved for it to be approved by the full LAC. The motion prevailed.

There was discussion about which topics had been approved by the subcommittee and why those topics did not necessarily align with the ones that ranked highest on the legislative survey. Due to the potential lack of data, Representative Hansen said that the Office of the Legislative Auditor (OLA) would do a preliminary assessment of data availability for the Fiscal Impact of Federal Refugee Resettlement Programs, rather than a full evaluation. Based on this assessment, the topic could be revisited during the following year’s topic selection process. Jim Nobles, Legislative Auditor, said that he has the authority to monitor administrative expenses at the University of Minnesota and he would provide updates and information to legislators.

Representative Quam moved to adopt the list of evaluation topics recommended by the subcommittee, which were the following:

Duplicative Agency Functions of Early Childhood Programs
Guardians ad Litem
Office of Health Facility Complaints
Voter Registration

 

Representative Hansen moved to amend Representative Quam’s motion by adding the Board of Animal Health topic, subject to scoping; the motion prevailed.

With no further business, Senator Kiffmeyer adjourned the meeting at 9:02 a.m.
