Representative Rick Hansen, Chair, called the Legislative Audit Commission (LAC) Evaluation Subcommittee meeting to order at 10:05 a.m.  The purpose of the meeting was to select evaluation topics to recommend to the full LAC.

Representative Hansen said that this year the subcommittee had created a slightly different process in selecting topics and asked Jim Nobles from the Office of the Legislative Auditor (OLA) to explain this new process.  Mr. Nobles deferred the question to Judy Randall, evaluation manager in charge of the topic selection process.  Ms. Randall explained that the new process was to have members choose topics in two categories:  (1) large – each evaluation will be completed by December 31, 2013, and (2) small – each evaluation will be completed every couple months, with all being completed by December 31, 2013.  She said the goal was for the members to choose five large and three small topics for OLA evaluations. 

Representative Hansen asked the members to start by recommending their top choices for small topics.  After some discussion, he asked if OLA could handle four small topics instead of three.  Ms. Randall said that it could be done, but all four would probably not be completed by December 31.  Senator Metzen moved to recommend the following list of small topics to be approved by the LAC:

Administration of Unclaimed Property
Agricultural Commodity Councils
MnDOT Sound Barrier Policy
State Employee Union “Fair Share” Calculations

The motion prevailed. The discussion turned to the large topics and Representative Hansen asked members to recommend their top choices for those. After discussing several topics, Senator Metzen moved to recommend the following list of large topics to be approved by the LAC:

Councils of Color
Forest Management
Managed Care Organizations’ Administrative Expenses
MnDOT Pavement Selection Process

The motion prevailed. After debating between several of the topics, Representative Hansen moved to recommend the following as the fifth and final large topic to be approved by the LAC:

Medical Services in State Correctional Facilities

The motion prevailed. With no further business, Representative Hansen adjourned the meeting at 11:00 a.m.
