This report examines the internal management and rulemaking activities of the high school league. It concludes that many problems identified in earlier evaluations have been addressed by the League or by the Legislature which, over the years, has modified the framework within which the League operates. The report makes recommendations relating to competitive bidding, the League's ombudspersons, and oversight of the League by the state Department of Children, Families, and Learning.
