NOTE: We asked employment services providers, "Currently, counties may sanction MFIP participants for as much as 30 percent of the payment standard for failing to comply with program requirements. In your opinion, what (if any) change in the maximum available sanction should be implemented for: (A) One-parent MFIP households, [and] (B) Two-parent households." We provided seven possible answers, "(1) Decrease to zero -- no sanction should be allowed under MFIP, (2) Decrease to 10 percent, (3) Remain at 30 percent, (4) Increase to 50 percent, (5) Increase to 75 percent, (6) Increase to 100 percent, [and] (7) Don't Know."
E&T means employment and training
PIC means private industry council
a. Rural Minnesota CEP serves Becker, Beltrami, Cass, Clay, Clearwater, Crow Wing, Douglas, Grant, Hubbard, Lake of the Woods, Mahnomen, Morrison, Otter Tail, Pope, Stevens, Todd, Traverse, Wadena, and Wilkin.
b. Subcontractor for the agencies that make up the Jobs First Coalition, which includes Ramsey County Workforce Center, Wilder Jobs First, and the St. Paul Rehabilitation Center. The cases served by the subcontractor are included in caseload numbers for the three agencies that make up the coalition.
c. The City of St. Paul's Department of Planning and Economic Development is the administrator of the St. Paul Workforce Center Collaborative (which includes East Metro OIC, the Center for Employment and Training, the St. Paul Urban League, and the Labor Studies Resource Center) and does not work directly with clients.
d. The Labor Studies Resource Center only participates in the intake of employment services clients for the St. Paul Workforce Center Collaborative.
e. The International Falls office of the Arrowhead Economic Opportunity Agency added the following comment: "With special provisions for the children, only so the parent(s) is held accountable to become responsible for their own well-being."
f. The Ely office of the Arrowhead Economic Opportunity Agency commented that sanctions should increase to 50 percent after 60 months.
g. The Willmar Workforce Center commented: "There should be a tiered system of sanctions. We have clients who are content at 30% and will not do anything. If sanctions continued to get more severe, they would either comply or close."
h. The Austin office of the Southeastern Minnesota PIC commented: "(1) Suggest rent subsidies not be increased when family income is reduced due to sanctions. (2) Suggest MFIP case close after family is sanctioned for 6 months and have not responded to repeated interventions to cooperate and look for work."
i. The Minneapolis Urban League commented: "Remove participants off MFIP that have been sanctioned after 6 months, entirely off."
j. The St. Paul office of HIRED commented: "Institute time limits for 30% sanction. Once case remains in sanction for x number of months, all cash is discontinued and family be required to reapply."
k. The Vietnamese Minnesota Association specified 40 percent for the one-parent sanction.
