Human Resources Manager

The Office of the Legislative Auditor (OLA) is seeking a Human Resources (HR) Manager to plan and carry out the office’s human resources functions. OLA is a professional, nonpartisan office in the legislative branch of Minnesota state government. With a staff of 70+, the office audits state agencies; evaluates state-funded programs; and conducts special reviews and investigations related to alleged misuse of state resources, alleged noncompliance with state laws, or legislative requests.

Job Duties
The Human Resources Manager will provide overall leadership, direction, and guidance in the development and implementation of a comprehensive human resources program at OLA, including recruitment and selection, job evaluation, classification, compensation, benefits, personnel transactions, employee development and training, leave management, performance management, workforce planning, employee health and wellness, and human resources records management, among other special projects.

Minimum Qualifications
To be considered, a candidate must submit a cover letter and must have:

  • Three (3) years of professional-level human resources experience, one (1) years of which must be in an entity or agency of the State of Minnesota enterprise. Significant experience in a government entity in Minnesota that is not part of the State of Minnesota may be considered to satisfy this requirement. A Bachelor’s degree or higher in Human Resources or a related degree program may substitute for one year of experience.
  • Knowledge of the practices of organizational leadership, change management, workforce planning, and performance management, and how to apply them.
  • Knowledge of state and federal personnel rules, regulations, and laws (relating to human resources in general, the Americans with Disabilities Act, workers’ compensation, Family Medical Leave Act, sexual harassment, Fair Labor Standards Act, etc.).
  • Knowledge of laws, rules, policies, procedures, and employment/compensation plans as they relate to employment with the State of Minnesota.
  • Knowledge of the Minnesota Government Data Practices Act as it relates to personnel data.
  • Strong communication and human resources skills sufficient to establish and maintain effective working relationships across all levels of agency employees.
  • A demonstrated ability to organize, plan, and prioritize work, develop specific goals and plans, and meet deadlines.
  • A demonstrated ability to analyze compliance with federal, state, and local laws, rules, regulations, policies, and procedures.

Preferred Qualifications
The ideal candidate will have:

  • Experience as a lead or supervisor of a team.
  • Experience with the State of Minnesota’s HR and applicant tracking system (SEMA4/Recruiting Solutions) or equivalent.
  • Knowledge of laws, rules, policies, procedures, and employment/compensation plans as they relate to employment with the Minnesota Legislature.
  • A degree in human resources, business administration, or a related field.

Additional Requirements

  • Due to the nonpartisan nature of our office, applicants with extensive prior partisan work experience may be disqualified.
  • Applicants must be legally authorized to work in the United States without needing sponsorship for an employment visa (e.g., H1B status).
  • This position will have the flexibility to work a hybrid schedule or work in the office consistent with office policies
