Senator Kiffmeyer, Chair, called the Legislative Audit Commission (LAC) meeting to order at 2:00 p.m. The purpose of the meeting was to release the program evaluation, Public Facilities Authority: Wastewater Infrastructure Programs.
Judy Randall, Deputy Legislative Auditor for the Program Evaluation Division, introduced herself for the record. Ms. Randall said there were two other evaluations to be released in the upcoming week: (1) Minnesota State Arts Board Grant Administration and (2) Economic Development and Housing Challenge Program. She also said that the special review on MNLARS would be released the week of February 11.
Ms. Randall gave a brief overview of the Public Facilities Authority: Wastewater Infrastructure Programs evaluation. She said that it was an unusually positive review. Ms. Randall introduced Sarah Delacueva, Evaluation Manager, to give a presentation. Ms. Delacueva provided information on the evaluation’s key findings and recommendations, and answered members’ questions.
Senator Kiffmeyer invited Jeff Freeman, Executive Director for the Public Facilities Authority (PFA), to address the commission. Mr. Freeman said that PFA was pleased that the evaluation confirmed they are doing a good job administering wastewater infrastructure funding programs. He agreed that the Wastewater Infrastructure Needs Survey (WINS) data should be linked to the Project Priority List data, and he said that the Minnesota Pollution Control Agency is in the process of updating the 2019 WINS to meet this recommendation.
With no further business, Senator Kiffmeyer adjourned the meeting at 2:41 p.m.
