Senator Kiffmeyer, 2017-2018 Chair, called the Legislative Audit Commission (LAC) meeting to order at 2:02 p.m.  The purpose of the meeting was (1) to elect new officers of the LAC as required by law, and (2) to release the program evaluation, Minnesota State Arts Board Grant Administration.

Jim Nobles, Legislative Auditor, introduced himself and explained that the chair and vice chair of the LAC must alternate biennially between the House and Senate.  Senator Kiffmeyer requested nominations for 2019-2020 chair.  Senator Klein nominated Representative Hansen.  Receiving no other nominations, the motion passed unanimously via voice vote.

Representative Hansen assumed the chair and requested nominations for vice chair.  Representative Liebling nominated Senator Koran.  Receiving no other nominations, the motion prevailed. 

Judy Randall, Deputy Legislative Auditor for the Program Evaluation Division, introduced herself for the record.  Ms. Randall gave a brief overview of the Minnesota State Arts Board Grant Administration evaluation.  She then turned to Carrie Meyerhoff, Evaluation Manager, who presented information on the evaluation’s key findings and recommendations, and answered members’ questions.

Sue Gens, Executive Director for the Minnesota State Arts Board, said that the agency supports the recommendations in the report.  She expressed a commitment to work with regional arts councils and legislators to make improvements.  Mary Minnick-Daniels, Vice President for the Forum of Regional Arts Councils and the Executive Director of the East Central Regional Arts Council, said that the forum is also committed to working towards all the recommendations for the regional arts councils. 

Ms. Randall reminded members that the topic selection process would begin now that new leadership had been established.  She also mentioned the two upcoming evaluations to be released:  (1) Economic Development and Housing Challenge Program and (2) MNLARS special review.

With no further business, Representative Hansen adjourned the meeting at 3:00 p.m.
