The meeting of the Legislative Audit Commission was called to order by Senator Deanna Wiener on Tuesday, February 16, 1999 at 1:40 p.m. in Room 316, State Capitol.

Senator Wiener indicated the purpose of the meeting was to elect officers for the coming year and to review and select several program evaluation topics.
Senator Wiener recognized James Nobles, Legislative Auditor. Mr. Nobles thanked Senator Wiener for her two years as Chair of the Legislative Audit Commission.
Senator Wiener recognized Roger Brooks, Deputy Legislative Auditor for Program Evaluation. Mr. Brooks reviewed the seven background papers on possible evaluation topics. He suggested members select two topics that staff would begin work on immediately and that three more could be selected later after all legislators had a chance to submit suggestions and were surveyed concerning their interest in the various topics under consideration. After some discussion of the various topics, members directed program evaluation staff to prepare evaluation proposals on welfare reform and Minnesota State Colleges and Universities, which would be presented to the Commission for formal approval at a later date.
With a quorum present, Senator Wiener nominated Representative McElroy for the office of Chair of the Legislative Audit Commission. There being no other nominations, she moved that nominations be closed and that Representative McElroy be elected as Chair. The motion carried unanimously. Representative McElroy assumed the chair.
Senator Metzen nominated Senator Wiener for Vice-Chair. There being no further nominations, he moved the nominations be closed and that Senator Wiener be elected as Vice-Chair. The motion carried unanimously.
Representative Carruthers nominated Representative Greiling for Secretary. There being no further nominations, he moved the nominations be closed and that Representative Greiling be elected as Secretary. The motion carried unanimously.
The meeting adjourned at 2:30 PM.
