March 26, 2004

The Topic Selection Subcommittee of the Legislative Audit Commission meeting was called to order by Representative Tim Wilkin, Chair, at 10:05 A.M. in Room 300 North, State Office Building.

Representative Wilkin indicated the purpose of the meeting was to review results of the topic selection survey of all legislators. Senator Rest asked if the responses contained any comments or suggestions for other topics. Representative Wilkin recognized Judy Randall, Evaluation Specialist, who had compiled the survey results. Ms. Randall indicated comments received dealt mostly with how to structure studies if chosen. James Nobles, Legislative Auditor, indicated those concerns would be dealt with during round tables, where the scope of studies would be discussed.

Mr. Nobles indicated the Program Evaluation Division had the resources to conduct six evaluations, with possibly a seventh, if time and scheduling permitted. He reviewed the results of the legislator interest survey and answered questions from members concerning possible scope of several of the topics. Mr. Nobles indicated that if energy conservation was selected, there were funds available in the Department of Commerce budget to help pay for technical assistance and staffing.

Senator Rest moved that the topics of sex offender supervision, nursing home inspections, gambling oversight and regulation, and child care provider rates be recommended to the full Legislative Audit Commission for approval. Motion carried.

Members were asked to list their top three topics from seven remaining topics. The following topics were selected by the subcommittee and will also be recommended for approval by the full Legislative Audit Commission: 800 megahertz radio system for public safety, energy conservation improvement program, and workforce centers.

Mr. Nobles indicated Program Evaluation Division staff will develop evaluation proposals that further define the evaluation issues and scope of each topic to be presented at a meeting of the full commission.
