The Legislative Audit Commission meeting was called to order by Representative Rick Hansen, Chair, at 10:04 a.m.  The primary purpose of the meeting was to approve new evaluation topics recommended by the commission’s Topic Selection Subcommittee.

James Nobles, Legislative Auditor, listed the eight topics that were recommended by the Topic Selection Subcommittee.  There were six topics on the list to begin immediately:

JOBZ
County Veterans Service Offices
School District Student Transportation
Fraud Control in Health Care Programs
Classification of Workers as Independent Contractors
“Green Acres” and Agricultural Land Preservation Programs

There were two topics for completion at a later date:

Charter Schools
Oversight of Workers’ Compensation Insurance Claim

Senator Rest recommended taking out the Fraud Control in Health Care Programs topic and replacing it with Financial Management of Health Care Programs, partly because the latter received more votes from legislators.  Senator Rest moved to approve the seven other topics, excluding the health care topic.  The motion prevailed.

Mr. Nobles explained the difference between the two topics relating to health care.  Senator Rest moved to remove Fraud Control in Health Care Programs and replace it with Financial Management of Health Care Programs.  The motion prevailed.

Mr. Nobles explained the anticipated timeline for these evaluations.  Mr. Nobles thanked Senator Rest and other members of the Topic Selection Subcommittee for their work.  He informed the committee that if they have any concerns, they can talk to OLA and the issues could possibly be worked into a financial audit.

With no further business, Representative Hansen adjourned the meeting at 10:34 a.m.

Representative Rick Hansen, Chair
