Representative Rick Hansen, Chair, called the Legislative Audit Commission (LAC) Evaluation Subcommittee meeting to order at 9:04 a.m. The purpose of the meeting was to select evaluation topics to recommend to the full LAC.
At the request of Representative Hansen, Jim Nobles, Legislative Auditor, and Judy Randall, Evaluation Manager, from the Office of the Legislative Auditor (OLA) explained the information in members’ folders. Representative Hansen acknowledged that the top four topics chosen in the Legislative survey aligned with OLA’s assessment of the topics and suggested a motion be made to approve them for evaluation by OLA’s Program Evaluation Division.
Representative Holberg moved the following four topics be on the final list of evaluation topics: Mineral Taxation, Minnesota Board of Nursing, Minnesota Film and TV Board, and MNsure. The motion prevailed.
After some discussion about the remaining topics, Falk moved to add Packinghouse Workers’ Bill of Rights to the final list of evaluation topics. The motion prevailed.
More discussion occurred on several topics. Representative Holberg moved to add Minnesota Licensing and Registration System (MNLARS) and Recycling and Waste Reduction to the final list with the intention that OLA would further scope the evaluations and present the updated information to the LAC the following month. The motion prevailed.
Representative Hansen clarified that the final list of evaluation topics to be recommended to the full LAC consisted of the following:
Mineral Taxation
Minnesota Board of Nursing
Minnesota Film and TV Board
MNsure
Packinghouse Workers’ Bill of Rights
Minnesota Licensing and Registration System (MNLARS)
Recycling and Waste Reduction
With no further business, the meeting adjourned at 9:41 a.m.
