Representative Hansen, Chair, called the Legislative Audit Commission (LAC) meeting to order at 5:15 p.m. The purpose of the meeting was to release the special review, Factors That Contributed to MNLARS Problems.
Judy Randall, Deputy Legislative Auditor for the Program Evaluation Division, gave a brief statement about the special review. Joel Alter, Director of Special Reviews, provided a presentation on the overall conclusions and recommendations of the special review, and answered members’ questions.
John Harrington, Department of Public Safety (DPS) Commissioner, said that even though he was new on the job, he was not going to blame the MNLARS problems on the previous leaders. He said that DPS is responsible for MNLARS and that he plans to fix the problems and push out a system that works. In response to a question, Mr. Harrington said that as of October 2018, DPS still had a backlog of 122,000 titles. However, he added that he is committed to working with the users to get titles processed within 30 days and drivers’ licenses processed within 21 days.
William Poirier, Acting Commissioner and State Chief Information Officer of the Office of Minnesota Information Technology Services (MNIT), said that the agency agrees with the recommendations of the special review.
After several comments from members, Representative Hansen adjourned the meeting at 7:15 p.m.
