Office of the Legislative Auditor - Program Evaluation Division

Selecting Topics for Evaluation

Topics for evaluation by OLA's Program Evaluation Division are selected by the Legislative Audit Commission (LAC). Suggestions come from legislators, legislative staff, citizens, public interest groups, financial audits, past evaluations, and OLA staff. Requests may be submitted by phone, e-mail, interview, letter, committee resolution, or formal petition to the Legislative Audit Commission.

Evaluation Subcommittee. To review the many requests and suggestions submitted each year, the commission establishes an Evaluation Subcommittee. The members of the subcommittee for 2023-2024 are:

Representative Emma Greenman - Chair
Senator Calvin K. Bahr
Senator D. Scott Dibble
Representative Rick Hansen
Senator Mark W. Koran
Representative Duane Quam

Topic Selection Criteria.  In reviewing and selecting topics to recommend for approval, the subcommittee is guided by the following criteria:

  1. State Resources.  Are significant state government resources involved?
  2. State Control.  Does the state control the program or organization?
  3. Impact.  Are there significant social and/or economic impacts?
  4. Timeliness. Is this an appropriate time for an evaluation?
  5. Feasibility. Are data and resources available for an evaluation?
  6. Balance. Would the topic contribute to a balanced work agenda for the Program Evaluation Division?
