The meeting was called to order at 7:10 AM by Representative Dan McElroy, Chairperson. This was a working session to narrow the list of possible program evaluation topics to be recommended to the full Legislative Audit Commission for assignment to the Legislative Auditor's Office.
Chair McElroy recognized Deputy Legislative Auditor Roger Brooks, who reiterated that several background papers had been given to the Commission in February and that the Legislative Auditor's Office was now presenting more topics for consideration.
After discussion regarding each topic the subcommittee proceeded to choose the following for the Program Evaluation Division to begin background papers on, in addition to surveying the full Legislature for input: state park management, child support enforcement, medical education funding, Higher Education Services Office, Minnesota State Colleges and Universities, effects of school options programs on enrollment, school district finances, preventive maintenance of school buildings, Metropolitan Council, airport planning, state employee compensation, workforce training, internal services for state agencies, State Archaeologist, and state mandates.
With regard to a possible State Archaeologist study, Mr. David Kelliher from the Minnesota Historical Society and Mr. Joseph Day, Indian Affairs Council Executive Director, gave testimony before the subcommittee.
Chair McElroy also made reference to the recently released Financial Audit Division report on the Department of Human Services, noting concern for the number of findings in that report.
