Tax Increment Financing

This study found that the Legislature's recent reforms to tax increment financing have succeeded in eliminating most previously identified misuses. A supplementary report (96-06a) gives details on more than 400 tax increment districts in 43 jurisdictions visited as part of the 1996 TIF study.
