This report evaluates the performance of the Minnesota Pollution Control Agency in permitting, inspecting, and overseeing animal feedlots. The report faults the agency for inconsistent permit processing, too few site visits, outdated rules, inconsistent enforcement activities, and inadequate oversight of county feedlot programs.
