Counties’ Use of Administrative Penalties
for Solid and Hazardous Waste Violations

This study found that seven Minnesota counties have adopted administrative penalty powers for solid and hazardous waste violations and that only two penalties have been issued so far. The report recommends a continuance of county authority to issue penalty orders.
