Senator Mary Kiffmeyer, Chair, called the Legislative Audit Commission Evaluation Subcommittee meeting to order at 12:12 p.m. Chair Kiffmeyer introduced Judy Randall, Legislative Auditor for the Office of the Legislative Auditor (OLA).

Ms. Randall said the meeting’s purpose was for the subcommittee to narrow the list of 67 possible evaluation topics that had been submitted to OLA to 15 topics for further consideration. Ms. Randall said that OLA staff would then prepare background papers outlining how well each of the 15 topics fits OLA’s topic selection criteria. Ms. Randall said the subcommittee would meet again in two weeks to narrow the list from 15 topics to 10, and be followed by a survey of all legislators to determine their interest in those ten topics. Then, the Evaluation Subcommittee would meet one more time to select five final topics, after which the full Legislative Audit Commission would meet to approve those five final topics for OLA to evaluate in 2022.

Members discussed a number of the topics on the list and then began a “round robin” process for members to select topics for further consideration. In the end, members selected the following 15 topics for further consideration:

  1. Board of Nursing
  2. Broadband Infrastructure
  3. County Mental Health Crisis Responders
  4. COVID-19 Death Counts
  5. Department of Public Safety’s Office of Justice Programs (OJP)
  6. Destination Medical Center
  7. Energy Conservation Improvement Program
  8. Grants to Nonprofit Organizations
  9. Minnesota Department of Education (MDE) Grant Oversight (Feeding Our Future Grants and Others)
  10. Minnesota Housing Finance Agency (MHFA): RentHelpMN and COVID-19 Housing Assistance Program (CHAP)
  11. Minnesota Pollution Control Agency Landfill Permitting and Oversight
  12. Minnesota Sex Offender Program (MSOP)
  13. Programs Supporting Black, Indigenous, and People of Color (BIPOC) Minnesotans
  14. Southwest Light Rail Transit (SWLRT)
  15. Sustainable Building Guidelines

Representative Hansen moved to authorize the list of 15 topics for OLA staff to conduct research and draft background papers. The motion passed unanimously. With no further discussion, Chair Kiffmeyer adjourned the meeting at 12:53 p.m.
