Senator Koran, 2021-2022 Chair, called the Legislative Audit Commission (LAC) meeting to order at 9:03 a.m. The purpose of the meeting was to (1) elect new officers of the LAC as required by law and (2) establish subcommittees. The clerk took the roll, and a quorum was present. With many new members to the LAC, Senator Koran asked everyone to provide a brief introduction of themselves.

Senator Koran requested nominations for the 2023-2024 LAC chair; Senator Rest nominated Representative Hansen. Receiving no other nominations, a vote was taken and the motion passed.

Representative Hansen assumed the chair. He then requested nominations for vice chair; Representative Greenman nominated Senator Koran. Receiving no other nominations, a vote was taken and the motion passed.

Representative Hansen asked Judy Randall, Legislative Auditor, to provide a description of the subcommittees to help all members understand the objectives of each. Ms. Randall explained that historically there has been three subcommittees: Executive Subcommittee, Audit Subcommittee, and Evaluation Subcommittee; she provided an explanation of each subcommittee’s jurisdiction and responsibilities.

In response to a request by Representative Hansen, Ms. Randall gave information on the forthcoming program evaluations and a brief description of the Office of the Legislative Auditor (OLA), including the number of employees and an overview of the budget. Ms. Randall also explained the process of how special review topics are reported to OLA and by whom.

Jodi Munson Rodríguez, Deputy Legislative Auditor for the Program Evaluation Division, and Lori Leysen, Deputy Legislative Auditor for the Financial Audit Division, introduced themselves.

After a discussion among members, Representative Hansen asked that each member send an e-mail by 5:00 p.m. on Tuesday to Ms. Randall with their subcommittee preferences. He said that if a member does not send their preferences, the chair will place them randomly on one of the subcommittees. Ms. Randall stated that she would notify the two members who were not present at the meeting of the Chair’s request.

Representative Hansen adjourned the meeting at 9:55 a.m.
