Representative Rick Hansen, Chair, called the Legislative Audit Commission meeting to order at 8:36 a.m. Chair Hansen asked Representative Greenman for the report of the Legislative Audit Commission Evaluation Subcommittee’s topic selection meeting. Representative Greenman reported that the Evaluation Subcommittee had adopted the following six topics for the Office of the Legislative Auditor to evaluate in 2023:

  1. Aggregate Mining Operations
  2. Department of Human Services Licensing Division: Support to Counties
  3. Grant Award Processes
  4. Metro Mobility
  5. Minnesota Housing Finance Agency: Down Payment Assistance
  6. Worker Misclassification

Representative Greenman then moved the topics for adoption by the Legislative Audit Commission.

Chair Hansen then asked Judy Randall, Legislative Auditor, and Jodi Munson Rodríguez, Deputy Legislative Auditor for the Program Evaluation Division, further questions regarding staffing for and scoping of the selected topics. Ms. Rodríguez said that staff would begin five of the topics, and as resources allowed, begin the sixth topic.

With no further discussion, a roll call vote to adopt the six topics for OLA to evaluate in 2023 was taken, and the motion passed unanimously.

Chair Hansen asked Ms. Randall if OLA would be having further meetings during session. Ms. Randall said that she did not anticipate further meetings during session, but that the financial audit report, COVID-19-Related Emergency Purchases, was to be released that week, and that a third report on Southwest Light Rail Transit was to be released in June. Ms. Randall thanked members for their work on the topic selection process.

With no further discussion, Chair Hansen adjourned the meeting at 8:41 a.m.
