Representative Hansen, Chair, called the Legislative Audit Commission (LAC) meeting to order at 11:00 a.m. The purpose of the meeting was to provide (1) an overview of the legislative auditor’s annual performance review, and (2) a presentation on the performance audit, Minnesota Board on Aging: Senior Nutrition Program.
Chair Hansen introduced Michelle Yurich, Executive Director of the Legislative Coordinating Commission. Ms. Yurich explained that the workplan for the annual performance review of the legislative auditor was approved on October 13, 2023, and that the policy requires the workplan to be reviewed and approved at least 30 days in advance of the annual review taking place. She then explained the process that was followed to complete the performance review on Judy Randall, Legislative Auditor. Senator Koran, Chair of the Executive Subcommittee, stated that Ms. Randall exceeds on all levels in her role as legislative auditor.
The meeting turned to the presentation on the performance audit, Minnesota Board on Aging: Senior Nutrition Program. Lori Leysen, Deputy Legislative Auditor for the Financial Audit Division in the Office of the Legislative Auditor (OLA), introduced herself. Ms. Leysen said that OLA has some serious concerns with how the program is administered and the oversight over the program. She turned the presentation over to Valentina Stone, OLA Audit Director, who provided highlights of the audit results and recommendations. Ms. Stone responded to questions and comments from LAC members.
Chair Hansen invited Kari Benson, Executive Director of the Minnesota Board on Aging (MBA), to address the commission. Ms. Benson said that MBA agreed with the audit recommendations and that she is committed to addressing all of the concerns raised in the audit.
After Ms. Benson responded to questions and comments from LAC members, Chair Hansen adjourned the meeting at 12:24 p.m.
