    Representative Emma Greenman, Chair, called the Legislative Audit Commission Evaluation Subcommittee meeting to order at 9:03 a.m. Chair Greenman welcomed members and said the purpose of the meeting was to narrow the list of 16 evaluation topics that had been selected at the March 20, 2023, meeting to 10 topics. Chair Greenman then asked Jodi Munson Rodríguez, Deputy Legislative Auditor for the Office of the Legislative Auditor’s (OLA’s) Program Evaluation Division, to give members a summary of the 16 topics under consideration.

    Ms. Munson Rodríguez briefly summarized each topic and discussed the extent to which an OLA evaluation could provide useful information.

    Representative Hansen made a motion to accept the five topics that were listed as most promising for further consideration. Further discussion took place regarding the remaining 11 topics. Representative Hansen amended his motion to add five additional topics as agreed upon by the members. Representative Hansen then read the motion to accept the following ten topics for further consideration:

    1. Aggregate Mining Operations
    2. Bond Proceeds and Cancellation Reports
    3. Department of Human Services Licensing Division: Support to Counties
    4. Economic Concentration in Minnesota
    5. Grant Award Processes
    6. Metro Mobility
    7. Minnesota Board of Public Defense
    8. Minnesota Department of Health: Healthcare Facilities Licensing Program
    9. Minnesota Housing Finance Agency: Down Payment Assistance
    10. Worker Misclassification

    The motion passed unanimously.

    Chair Greenman asked Ms. Munson Rodríguez to tell members about the next steps in the topic-selection process. Ms. Munson Rodríguez explained that a survey would be sent to all members of the Legislature to gauge their interest in the ten topics. She added that there would be a final subcommittee meeting to select the final five topics for evaluation, and the full Legislative Audit Commission would then meet to approve the final topics for OLA to evaluate in 2023.

    With no further business, Chair Greenman adjourned the meeting at 9:45 a.m.
