Senator Mary Kiffmeyer, Chair, called the Legislative Audit Commission Evaluation Subcommittee meeting to order at 8:02 a.m. Chair Kiffmeyer said the purpose of the meeting was to select final evaluation topics for recommendation to the Legislative Audit Commission and asked Judy Randall, Legislative Auditor for the Office of the Legislative Auditor (OLA), to report to the subcommittee the results received from the legislative survey.

Ms. Randall said that OLA had received responses from 149 legislators and thanked the subcommittee members for their help in encouraging their caucus members to respond to the survey. Ms. Randall said that while the survey is a gauge of legislators’ interest, the subcommittee can also consider other aspects, such as timeliness and balance, when selecting the final topics.

Chair Kiffmeyer asked if the topics of “Office of Justice Programs Grants” and “Minnesota Department of Education Grants Oversight” could be rolled into the “Grants to Nonprofit Organizations” topic. Ms. Randall said it would be possible, although it would not be as in-depth of an evaluation as it would if each of those topics were selected on their own. Further discussion took place among members.

Representative Hansen then moved to recommend to the full commission the following:

  1. Grants to Nonprofit Organizations, including those in the Minnesota Department of Education and the Office of Justice Programs
  2. Programs Supporting Minnesotans Who Are Black, Indigenous, and People of Color
  3. RentHelpMN and COVID-19 Housing Assistance Program
  4. Southwest Light Rail Transit
  5. Sustainable Building Guidelines

Following further discussion, a roll call vote was called for. The motion passed unanimously. With no further discussion, Chair Kiffmeyer adjourned the meeting at 8:26 a.m.
