Representative Emma Greenman, Chair, called the Legislative Audit Commission (LAC) Evaluation Subcommittee meeting to order at 9:02 a.m.; an in-person quorum was present.

Judy Randall, Legislative Auditor, provided a brief explanation of how the two LAC hearings scheduled for that morning would be coordinated: (1) the Evaluation Subcommittee would decide and vote on final topics for the Office of the Legislative Auditor (OLA) to evaluate in 2024 and adjourn, and (2) immediately following, the LAC would meet to confirm those final topics. Ms. Randall turned to Jodi Munson Rodríguez, Deputy Legislative Auditor for the Program Evaluation Division, who briefly described the information in the members’ packets.

In response to a question from Representative Hansen, Ms. Rodríguez said that the Minnesota State Colleges and Universities Faculty Pay Processing topic would be better suited as a financial audit. After a brief discussion, Representative Hansen made the motion for OLA to conduct a financial audit of Minnesota State Colleges and Universities Faculty Pay Processing in 2025; the motion passed unanimously.

Chair Greenman asked the subcommittee members to each provide their first choice of the remaining evaluation topics, which would narrow the list down to six. Since the goal was to reach a final list of five topics, the members discussed combining two of the topics. It was decided that the Broadband Development topic could be one of the grants reviewed under the Department of Employment and Economic Development Grants Management topic.

Senator Koran made a motion to recommend the following topics to the LAC for final approval:

  1. Community Benefit Expenditures at Nonprofit Hospitals
  2. Department of Employment and Economic Development (DEED) Grants Management, including DEED’s Office of Broadband Development
  3. Department of Natural Resources Land Acquisition
  4. Guardianship of Adults
  5. Minnesota Department of Health: Human Resources

The motion passed unanimously. With no further discussion, Chair Greenman adjourned the meeting at 9:30 a.m.
