Senator D. Scott Dibble, Chair, called the Legislative Audit Commission (LAC) Evaluation Subcommittee meeting to order at 11:01 a.m. in room 120 State Capitol. Senator Dibble said the subcommittee would be reviewing the 10 background papers of potential topics for the Office of the Legislative Auditor (OLA) to evaluate in 2026, and selecting four topics to recommend to the LAC for approval. Senator Dibble then introduced Jodi Munson Rodríguez, Deputy Legislative Auditor for OLA’s Program Evaluation Division, to provide more information on the selection process.

Ms. Munson Rodríguez said the members’ materials included the policy on topic selection, a list of evaluations currently in progress, a ranking from most to least promising of the 10 potential evaluation topics under consideration, and the background papers on the 10 topics under consideration:

  1. Autism Spectrum Disorder (ASD) Services in Public Schools
  2. DHS Office of Inspector General (OIG) Investigations
  3. Enterprise Talent Development
  4. Legislative-Citizen Commission on Minnesota Resources (LCCMR)
  5. Minnesota Department of Transportation (MnDOT) Worksite Safety Inspections
  6. Nonemergency Medical Transportation
  7. State Oversight of Long-Term Care Insurance
  8. State Regulation of Nursing Home Care
  9. Taxpayers’ Transportation Accountability Act
  10. Waiver Reimagine

Senator Dibble then asked Ms. Munson Rodríguez to go through the 10 background papers individually to review relevant information, and took members’ questions and discussion after reviewing each topic. With discussion concluded, Senator Rest made a motion to select the following four topics to recommend to the LAC for final approval:

  1. Autism Spectrum Disorder (ASD) Services in Public Schools
  2. DHS Office of Inspector General (OIG) Investigations
  3. State Regulation of Nursing Home Care
  4. Taxpayers’ Transportation Accountability Act

Hearing no amendments to the motion, Senator Dibble requested a roll call vote; the motion passed unanimously. With no further business before the subcommittee, Senator Dibble adjourned the meeting at 11:52 a.m.
