We found that the Driver and Vehicle Services Division (DVS) has struggled to meet the legal requirement that individuals be able to take a road test within 14 days of requesting one. However, we also found that the Legislature needs to clarify certain aspects of the requirement, as well as whether DVS has legal authority to allow individuals to take the Class D knowledge test online from their own homes.
