The Minnesota Pollution Control Agency’s (MPCA’s) Petroleum Remediation Program oversees responses to leaks and spills from petroleum storage tanks. MPCA relies on consultants to conduct site investigations and cleanups, but the agency has limited authority to directly hold consultants accountable for poor-quality work. We make several recommendations to MPCA and the Legislature.
