DEED, DHS, MHFA, and MPCA administered 33 programs intended to support Minnesotans on the basis of racial, ethnic, or American Indian identity. While the agencies incorporated support for diverse communities into their agencywide strategic planning, we recommend that agencies improve certain aspects of grant and program management
