The Legislature established the Minnesota Agricultural Water Quality Certification Program (MAWQCP) to certify agricultural producers whose practices protect water quality. However, the Minnesota Department of Agriculture (MDA) has certified agricultural producers who have not met program standards, and the program’s effect on water quality is not clear. We make several recommendations to MDA and the Legislature.
