Senator Koran, Chair, called the Legislative Audit Commission (LAC) meeting to order at 1:01 p.m. The purpose of the meeting was to release the Office of the Legislative Auditor’s (OLA’s) evaluation, Emergency Ambulance Services.

Judy Randall, Legislative Auditor, said that the evaluation identified a number of serious concerns regarding emergency ambulance services and that the recommendations will need significant attention from the Legislature to make improvements. Ms. Randall introduced David Kirchner, Evaluation Manager for OLA’s Program Evaluation Division, to give a presentation on the evaluation. Mr. Kirchner provided background information on ambulance services in Minnesota and explained the evaluation’s key findings. Additionally, he provided details about the recommendations the evaluation directed at the Emergency Medical Services Regulatory Board (EMSRB) and the Legislature.

Senator Koran invited Dylan Ferguson, EMSRB Executive Director, to address the commission members. Mr. Ferguson thanked the OLA staff for their work on the evaluation and said that EMSRB agrees with the findings and recommendations. He spoke about the work EMSRB has accomplished to date, the work that is currently underway, and the matters that will need legislative action to resolve. Mr. Ferguson and JB Guiton, EMSRB Board Chair, answered several questions from LAC members.

After many comments among members, Senator Koran adjourned the meeting at 2:21 p.m.
